The Scholarships for Staff and Instructors' Knowledge Advancement Program (SIKAP) is a flagship initiative by the Commission on Higher Education (CHED), providing scholarship opportunities for teaching and non-teaching personnel of Higher Education Institutions (HEIs) to pursue advanced graduate studies — Master's or Doctorate — in priority disciplines across the Philippines.

Regular / Plantilla
For teaching and non-teaching HEI personnel with plantilla or permanent positions pursuing graduate studies.
SIKAP-N
Non-Regular / Non-Plantilla
For non-plantilla and non-regular HEI personnel, with the same comprehensive support as SIKAP Regular.
SIKAP-L
Legal Education
For Philippine Bar members pursuing LL.M. and doctoral programs at Legal Education Institutions (LEIs), in partnership with LEB.

Are You Eligible?
Review the key criteria to see if you qualify for the SIKAP scholarship program.
Eligible Applicants
You may apply if you meet all of the following:
A Filipino citizen
Teaching or non-Teaching personnel employed full-time in a CHED-recognized HEI or in government agencies/private institutions with a Memorandum of Understanding (MOU) with CHED:
- Public or Private HEIs (excluding LUCs) institutionally recognized by CHED — OIQAG certified;
- HEIs located in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), recognized by MBHTE; or
- Local Universities and Colleges (LUCs) with Institutional Recognition (IR) issued by CHED.
Have full-time employment in their respective HEI or agency and have no existing employment or contract of service in another institution or agency
Admitted and will enroll in a graduate degree program within the term of application
Physically and mentally fit to undertake and complete the scholarship program
- As attested by a medical certificate issued by a licensed government physician or SHEI's clinic;
- Mentally fit as certified by the SHEI's guidance counselor, or issued by either a licensed government psychiatrist or psychologist.
Ineligible Applicants
You are ineligible if any of the following applies:
With existing government-funded grants/scholarships, including those with Notice of Award and/or executed scholarship/grant contract
Do not have clearance or equivalent certification of no pending accountabilities/obligations from previous awarded grants/scholarships, including those where you served as team members on a funded grant
Failed to disclose having a relative up to the fourth (4th) degree of consanguinity or affinity employed at the CHED Regional Office (CHEDRO) where the application is being processed
With relatives within the fourth (4th) degree of consanguinity who are already existing scholars of SIKAP or HUSAY program
With direct authority to recommend for inclusion in the scholarship program
